Liu Bian, thirteenth emperor of the Han dinasty, is a puppet emperor. His flirty and frivolous appearance hides a deep desperation for being devoid of any freedom, his every move watched, his every word weighed, strings pulled by the ministers, especially the warlord Dong Zhuo and the Head Eunuch Zhang Rang, who have such a hold on Liu Bian they can even force him to write edicts against himself, acts of repentance or ignore his edicts to overrule them.
Liu Bian is a bird in a gilded cage, his obsession over his looks born from the one thing he can control: his appearance. His jewels, outfits, accessories, are the only things he has any say in, the rest of his life worthless in the eyes of his court, that ridicules him and finds him weak and useless. Liu Bian drowns in self-hatred as well, the only thing about himself he finds worthy being his ability to love so deeply.
He sometimes has bouts of mad and desperate behaviour, born out of tiredness over being controlled, that generally lead to self-harming actions, such as letting himself fall into a lake in the middle of winter or setting the flowers of his garden on fire, risking to burn alongside them.
He is deeply romantic, willing to give all of himself to the one he favours, to do anything for them to the point of self-destruction. He's aware that, once his utility as an emperor ends, and it probably will happen soon, he will be killed off, and so he can turn morbid in his musings, but that also means he isn't afraid of grand gestures, since he doesn't want to have regrets.
If he sets his eye on someone, he is deeply loyal and faithful, needy to be acknowledged by them and eager to spoil them and make them feel like they're the only person in the world that matters, to the point it's easy to waver under his attention. He yearns for acknowledgement, praise and physical contact; he will flirt and be touchy-feely at any given occasion. He drinks wine and get tipsy often to try and forget himself. He suffers from nightmares and only sleeps well when his loved one is next to him.
